5. Key vulnerabilities of FHHs in the north and the role of the state
FHHs in the north face a range of common economic, physical and psycho-social vulnerabilities, differing in intensity based on several factors. In almost all cases, these difficulties appear to be compounded by – and in some cases, the direct result of – the national government’s aim to consolidate control over the north and oppress any potential future dissent.
